What is a toner?

According to Into The Gloss, toner function “is to complete the cleansing of your skin—removing the dust, pollution, and impurities that can still be lingering after washing with a cleanser, as cleansers usually contain ingredients such as oil, which can leave a film on your face.”

Many people wanted to know if toner is good for the skin, or not. The answer to this question is that it all depends on what the ingredients are in there, and your skin type also plays a factor too.
